I think "Letters from the Inside" plays in the present or a few years ago, 'cause everything's "normal".

About the place, I think it's America, 'cause the magazine, where Tracey puts the ad in, is an american-one.

But where the Garrett or the Acacia Park High exactly is, I didn't find out. I searched for the school and the prison but there weren't any helpfull results.
